I don't want to say that if you don't pas this supplement the Cambodian Government will fail. I think it will be a very serious situation. SENATOR FRANK CHURCH: "Now isn't this really the first big down payment on a programme for bankrolling the Cambodia Government for the indefinite future ?" ROGERS: "I think that it's fair to say, Senator, that this request undoubtedly will be followed by other requests. The magnitude of those requests will depend on events." SENATOR JACOB JAVITS: "Do you envisage any circumstances in which we could become militarily involved again in Cambodia " ROGERS: "Within our capabilities, we will continue to help them. And if Congress gives us the necessary support, we think that help is very important for the protection of Americans. Beyond that, there is no commitment." SENATOR FULBRIGHT: "Can we have your assurance that you would not respond assuming Phnom Penh was overrun ?" ROGERS: "The political imperatives are such that this administration can not get involved that way. The er....." INTERRUPTION: "I wish you would elaborate that." ROGERS: "Well, because we wouldn't have public support. We wouldn't have Congressional support. It would be inconsistent with the entire policy of this administration which is o reduce our presence in Indo-China. We haven't varied, we haven't deviated from these policies. We have continued to reduce our troops in all the countries I've mentioned. We have continued to do that, we recognise that. The imperatives of the present situation in juxtaposition to what happened in previous administrations -- what happened in terms of public opinion -- will not permit us to get involved with ground forces in Cambodia as we did in Vietnam."
