This job we undertake at a time when we find ourselves shaken by intense and continuous social tensions that are cause, in part, by real factors-but accentuated by certain factions whose main object is to undermine the Nation, who scheme and wave the flags of discontent, but who do not provide viable solutions and who, in the end, crete hostile situations far graver than those which are truly justified. We are also forewarned against those manipulators of chaos who use tricky ideologies in apparently noble spiritual posturings-but who are really salaried employees of those who have as their aim the bogging-down of Argentina through crime, destruction and subversion."
