That there is another solution - I am for copyright owners to be paid for copyright-protected material. But there must be another solution." (SOUNDBITE)(German) PROTESTER, FABIAN MOECK, SAYING: "The main thing is that this upload filter is not introduced, because it's not ready. It should be more left to experts who know about it. Many have warned that everything won't work how it is currently planned to." It cannot be that the responsibility for things that are against copyright falls on platform operators. Because they can't do anything that some people won't stick to (the law). In the end, it will only lead to more being deleted than would be necessary." (SOUNDBITE)(German) PROTESTER, CHRISTIAN BREITER, SAYING: "We are not all against copyright altogether. There are enough suggestions from politics, at least with what GEMA is doing right now with music, with a flat-rate amount that can be paid for, and distributed. How this filter works must be developed and stipulate what happens just the same. When something is reported, in how much time, and how quickly it must disappear. That one is not allowed to delete in advance, rather to say that as soon as it's reported, the whole thing has to be taken care of and then removed." VARIOUS OF PROTESTERS

- Story Text: Thousands of Germans took to the streets on Saturday (March 23) in Berlin, Cologne and Munich to protest Article 13, part of the European Union's overhaul of two-decade old copyright rules.
Carrying signs reading "Stop Article 13" and "Save the Internet", protesters voiced concerns against a requirement that Google's YouTube, Facebook's Instagram and other sharing platforms would have to install filters to catch copyright violations.
The proposed rules would force Google and other online platforms to sign licensing deals with musicians, performers, authors, news publishers and journalists to use their work online.
EU lawmakers will vote next Tuesday (March 26) on the reform as Google and internet activists also stepped up their criticism of a requirement to install copyright filters.
The European Parliament's approval is the final step in a process which the European Commission kicked off two years ago with a proposal to protect Europe's cultural heritage and ensure publishers, broadcasters and artistes get fair compensation from big online companies.
