- Story Text: A committee of Ivory Coast's parliament adopted an electoral law early on Wednesday (November 30) which the opposition says aims to stop President Henri Konan Bedie's former rival from returning to run for president.
The Commission of General and Institutional Affairs adopted the law with 21 votes for, one against, and one abstention, in the absence of 13 members. Adoption by the full parliament, scheduled for December 16, is a formality.
Tough nationality and residence conditions appear to disqualify former prime minister Alassane Ouattara, who lost a brief power struggle against Bedie after the death of veteran president Felix Houphouet-Boigny last December.
Presidential elections are due next October, followed by a parliamentary poll in November.
All amendments proposed by the commission's four opposition members were rejected and nationality conditions were toughened in the course of the debate -- now presidential candidates must not only be Ivorian-born but must have Ivorian-born parents.
Commission president Marcel Fahe Tahe said after the vote that Ivorians were not against foreigners, "they are everybody's friends".
One third of Ivory Coast's 12 million people are foreigners, most of them migrant workers.
