- Story Text: German Home Secretary opens National Information and
Co-operation Centre that will help improve security during
The German Government has set up its National
Information and Co-operation Centre (NICC) in Berlin for
both the Confederations Cup and also the 2006 World Cup.
German Home Secretary Otto Schily said at the official
opening on Wednesday (June 15) in Berlin, it was not NICCs
aim to criminalise fans by means of surveillance. "I
believe one has to differentiate between criminalising fans
and finding the difference between fans and delinquents. We
should not call those delinquents fans. We work well with
the fans, even police cooperates well with them. I am very
happy that this cooperation is taking place. We have had a
lot of help fcrom fan clubs and we should continue the good work."
Schily and ministers of the interior of the federal
states adopted the National Security Strategy (Nationales
Sicherheitskonzept) for FIFA World Cup 2006 in May.
NICC's function is, among other things, to produce a
"National Status Report on World Cup 2006" (Nationales
Lagebild WM 2006) on a daily basis.
The National Security Strategy analyses the following
areas of crime: hooliganism, politically motivated crime
and terrorism as well as general and organised crime in
relation to the event. It presents the measures that
Germany is taking to avert dangers in the individual areas.
The strategy will be updated and amended regularly up until
the start of the World Cup.
