- Story Text: A Southern African summit on the conflict in the Democratic Republic of Congo has ended without agreement on a ceasefire.President Laurent Kabila's government has asked Zimbabwe to arrest the rebel leaders who attended the peace talks.
Seven presidents including three backing Kabila's 15-month-old administration and two opposing it, gathered for a second round of talks in the Zimbabwean resort of Victoria Falls on Tuesday (September 8) promising an immediate end to the fighting.
Four hours later, however, the rebel delegation led by Arthur Z'Ahidi Ngoma, deputy president of the Congolese Democratic Coalition, left the summit venue without having met face-to-face with Kabila or his backers.
Organisation of African Unity Secretary General Salim Ahmed Salim read a statement after the summit calling for an early end to the fighting in the Congo and saying Kabila had promised to "broaden the political space" in his country.
Offering the only light, Salim said the defence ministers of Zambia, the Congo and its allies, Zimbabwe, Angola and Namibia, and those from rebel allies Rwanda and Uganda would meet in Addis Ababa on Thursday to explore ceasefire options.
Zambian President Frederick Chiluba, who chaired the summit and negotiated separately with the rebel delegation, said the talks had been difficult and the atmosphere tense.
He said all the summit participants agreed on the need for a ceasefire and recognised Kabila as the Congo's legitimate ruler.
Kabila accuses Uganda and Rwanda of invading his country and refuses to recognise the rebels as an internal movement.
The rebels say Kabila has failed to implement democratic reforms, running instead a corrupt and nepotistic regime.
In a separate interview in the lakeside town of Goma, a senior member of the rebel alliance, Lunda Bululu, reiterated the rebels' claim that there would be no ceasefire without direct talks between Kabila and the rebel movement.
Hundreds of soldiers from the Congo, Zimbabwe, Angola, Rwanda and Uganda and many hundreds of civilians have been killed in fighting east and west of the capital, Kinshasa, and in the streets of the city itself.
