- Story Text: U.S. National Security Adviser Condoleeza Rice has
arrived in Moscow to put arms control talks with Russia on a
fast track, saying the two sides have broken the deadlock on
missile defence.
U.S. National Security Advisor Condoleeza Rice is set
to meet with Russian President Vladimir Putin and his top
ministers for what she has said will be an "aggressive
schedule" of arms talks following up on talks between Putin
and U.S. President Bush at the Group of Eight meeting in Italy
this past weekend.
The U.S. National Security Adviser will push Washington's
case that it needs a national missile shield to protect
against the threat from "rogue states" like Iraq, Iran and
North Korea.
Russia has voiced strong misgivings about the plan, saying
it will negate the landmark 1972 ABM treaty which it says has
been responsible for preventing a nuclear arms race over the
past decades.
The Kremlin concedes that a threat of rogue states exist,
but says it is greatly exaggerated by the American side. The
Russians have proposed greater diplomatic efforts and, as a
last resort, a non-strategic anti-missile system to preserve
the ABM treaty.
Rice began her meetings with Vladimir Rushailo, secretary
of Russia's Security Council.
She is also set to meet with Defence Minister Sergei
Ivanov and President Vladimir Putin.
